Listens to domain events and workflow transitions and evaluates whether a customer communication is required, what template to use, and when to send it. Applies regulatory timing rules (e.g. disclosure must be sent before a fee is applied) and suppresses duplicates within a defined window. Decouples communication decisions from the modules that generate the underlying events.
