NZ: Deposit Takers (Branch) Standard¶

The DTA Branch Standard is a non-core standard under the Deposit Takers Act 2023. It applies to overseas deposit takers operating in New Zealand through a branch rather than a locally incorporated entity. It sets requirements for branches regarding capital equivalence, governance, liquidity, and operational arrangements in New Zealand.
This standard has limited direct applicability to a locally incorporated bank but is included for completeness given it forms part of the DTA standards framework. An exposure draft was issued as part of Tranche 1 in October 2025. The standard takes effect 1 December 2028.
Compliance register¶
This register maps every material obligation under the standard to the platform control or institutional process that satisfies it.
Scope legend¶
| Symbol | Meaning |
|---|---|
| 🤖 Automated | Platform enforces or performs the obligation. Primary control mode is GATE, AUTO, CALC, or ALERT. Human action is not required in the normal case. |
| 📊 Evidenced | Platform captures the evidence trail automatically. Human compliance decision sits on top. Primary control mode is LOG. |
| 🏛 Institutional | Obligation is met by a process entirely outside the platform — board governance, group governance, legal. Platform may generate evidence inputs but does not own the process. |
| N/A | Obligation does not apply to this deployment configuration. |

| Local incorporation threshold assessment and RBNZ engagement | Board / Group CEO | MOD-033 provides total assets data for threshold assessment |

| Senior responsible officer appointment and RBNZ notification | Board / Company Secretary | Institutional HR record; not a platform function |
