Prudential Standard APS 330 Public Disclosure implements the Basel III Pillar 3 public disclosure framework for Australian ADIs. It requires ADIs to publish quantitative and qualitative information about capital adequacy, risk-weighted assets, leverage, liquidity, and remuneration on prescribed schedules. Large ADIs (Significant Financial Institutions) have more extensive quarterly requirements; smaller ADIs have a lighter regime. Disclosures must be published on the ADI's website and board-approved where required.

Key disclosures include: CET1, Tier 1 and total capital ratios; RWA by asset class and risk type; leverage ratio; Liquidity Coverage Ratio; Net Stable Funding Ratio; credit risk exposures; and remuneration policy and outcomes. Quarterly disclosures are due within 30 days of period end; the annual Pillar 3 report is due within 4 months of financial year end.

Compliance register

This register maps every material obligation under the standard to the platform control or institutional process that satisfies it. It is the static traceability layer for the Totara compliance report — dynamic data (module build status, test evidence, control test dates) is overlaid at runtime.

Scope legend

Symbol Meaning
🤖 Automated Platform enforces or performs the obligation. Primary control mode is GATE, AUTO, CALC, or ALERT. Human action is not required in the normal case.
📊 Evidenced Platform captures the evidence trail automatically. Human compliance decision sits on top. Primary control mode is LOG.
🏛 Institutional Obligation is met by a process entirely outside the platform — training programmes, board governance, HR, legal. Platform may generate evidence inputs but does not own the process.
N/A Obligation does not apply to this deployment configuration.

Part 2 — Disclosure requirements

Ref Obligation Scope Policy Platform controls Build
Para 13 Quarterly disclosure — CET1 ratio, Tier 1 ratio, total capital ratio, and capital composition by component 🤖 Automated CLQ-006 MOD-036 (AUTO) — regulatory return builder compiles capital composition from Snowflake data on schedule, no manual extraction; MOD-080 (CALC) — Snowflake analytical layer provides the CET1, Tier 1, and RWA source figures 🔨
Para 14 Quarterly disclosure — RWA by asset class (credit risk, market risk, operational risk) 🤖 Automated CLQ-006 MOD-036 (AUTO) — RWA template populated automatically from risk-weighted asset engine outputs; MOD-080 (CALC) — per-class RWA computed in Snowflake 🔨
Para 15 Quarterly disclosure — Leverage ratio 🤖 Automated CLQ-006 MOD-036 (AUTO) — leverage ratio included in the quarterly return template; computed from on-balance-sheet and off-balance-sheet exposures in Snowflake 🔨
Para 16 Quarterly disclosure — Liquidity Coverage Ratio 🤖 Automated CLQ-006 MOD-036 (AUTO) — LCR included in the quarterly disclosure template; sourced from the liquidity calculator; MOD-080 (CALC) — LCR computed nightly in Snowflake 🔨
Para 17 Quarterly disclosure — Net Stable Funding Ratio 🤖 Automated CLQ-006 MOD-036 (AUTO) — NSFR included in the quarterly disclosure template; sourced from the NSFR computation module in Snowflake 🔨
Para 18 Annual Pillar 3 report — full qualitative and quantitative disclosure: risk governance, credit risk, market risk, operational risk exposures 🤖 Automated CLQ-006 MOD-036 (AUTO) — annual Pillar 3 data compilation from Snowflake, structured to APRA QIS templates; MOD-080 (CALC) — full-year Snowflake feeds provide the underlying data for all quantitative tables 🔨
Para 19 Remuneration disclosures — annual disclosure of remuneration policy, aggregate outcomes, and deferred remuneration arrangements 🏛 Institutional CLQ-006 Remuneration data originates in the HR system, not the platform. Platform has no role in producing or publishing remuneration disclosures.
Para 20 Disclosures must use APRA-prescribed QIS templates 🤖 Automated CLQ-006 MOD-036 (AUTO) — template selector applies jurisdiction-appropriate APRA QIS template for each return type; template version is configuration-controlled 🔨
Para 21 Disclosures must be published on the ADI's website within prescribed timeframes (quarterly: 30 days; annual: 4 months) 🏛 Institutional CLQ-006 Publication to the public website is a communications and governance process. MOD-036 produces the completed data package; website publication is institutional.
Para 22 Board must approve the annual Pillar 3 report before publication 🏛 Institutional CLQ-006 Board approval is a governance process. MOD-036 produces the board-ready report package; approval and sign-off are institutional.

Institutional obligations (not platform scope)

The following obligations under APS 330 are the responsibility of the institution, not the platform. The platform may generate evidence inputs but does not own these processes.

Obligation Owner Platform evidence input
Board approval of annual Pillar 3 report Board MOD-036 produces the board-ready data package
Publication of disclosures on ADI website within prescribed timeframes CFO / Communications MOD-036 provides the completed data package for publication
Remuneration disclosures — data sourcing, narrative, and publication Chief People Officer / Board Remuneration Committee Platform has no remuneration data — entirely HR/board scope
Qualitative narrative sections (risk governance, strategy, risk appetite) CFO / CRO MOD-150 provides RAF dashboard data; narrative is institutional
