Provides authorised operators with tools to update account limits, change account state (freeze, block, close), override an automated decision, and add case notes — each action is gated by the operator's role permissions. All actions are logged immutably with the operator identity, reason, and before/after state. Actions requiring dual authorisation are routed to the operations work queue.
