Enforces per-service and per-consumer rate limits at the gateway level, rejecting excess requests with a 429 response before they reach backend services. Limits are configurable per consumer tier and endpoint sensitivity. Protects backend services from traffic spikes, runaway clients, and denial-of-service patterns without requiring individual services to implement their own throttling.
